If you want more survivors, just keep doing missions and eventually, you'll come across folks who need help. Solving their problems will often persuade them to join your community.
In my experience, recruiting survivors from random encounters adds diverse skills to your group, making survival smoother in State of Decay 2.
Trade with enclaves for recruits, or use the radio to search for them; it costs Influence but might be worth it.
