To get tea leaves in Stardew Valley, you first need to get the tea sapling. Caroline will give you the recipe for it after you've had a two-heart event with her. Once you plant and grow the tea sapling, it’ll turn into a tea bush that produces tea leaves in the final week of each season, except winter!

Just plant the tea sapling from Caroline and wait, my dude. Patience is key because those leaves only come in at the end of spring, summer, and fall. Winter's a no-go.
