To get a Teleporter in Terraria, you'll need to have defeated the Skeletron boss to unlock the Mechanic NPC. Once she's a part of your community, you can buy a Teleporter from her for 2 gold and 50 silver coins per piece. Remember, you'll need two Teleporters to set up a functional teleportation system—one to teleport from and one to teleport to. Don’t forget to buy wires and a wrench from the Mechanic to connect them!

Honestly, the hardest part about getting a Teleporter is not finding the Mechanic or affording it; it's setting up the wiring. My first time, I underestimated the amount of wire I needed and had to make multiple trips back. Pro tip: stock up on wire and get a wire cutter too!
