You can get the 1-star Dragon Ball by defeating Time Patrollers in Parallel Quests, especially PQ4 and PQ23. Just crush 'em and hope they drop it!

The best way to farm for Dragon Balls in Xenoverse 2 is to repeatedly do PQ4: Prepare for the Attack of Saiyans. Beat the Time Patrollers that appear and you'll have a good chance of getting the 1-star Dragon Ball.
I found my 1-star Dragon Ball by completing the story missions and then grinding Parallel Quest 23. Defeat the Time Patrollers, and you'll get it eventually!
Skip the nonsense and just fight Time Patrollers in any quest they appear. It's RNG but that's the simplest way.
