To unlock the blue blocks in Super Mario 64, you need to hit the Blue Cap Switch in the course called 'Vanish Cap Under the Moat.' Drain the castle moat by ground pounding the two pillars in the basement and then go through the door that appears.
I drained the moat, hit the pillars, went through the door, and just smashed that Blue Cap Switch to unlock the blue blocks across all courses. Go Mario!
