Just farm enemies during Christmas time in-game, Dec. 15-31. That's when presents with a chance to drop the Dog Whistle appear. No fancy tricks, just grind away!

You'll need to play during the Christmas season (Dec. 15th - Dec. 31st), where presents dropped by enemies can contain the Dog Whistle.
