You need to defeat the boss in the northern mountains. Team up with a friend for this one, it's a tough fight!
Just buy it from the in-game shop. Yeah, it costs a bit, but it's the easiest way.
From my experience, I found the Dragon Ball by completing the side quest with the old hermit. Took a while but worth it!
