You can set the kill cooldown to the lowest possible value (10 seconds) in the game settings if you're the host. Not exactly 'no cooldown,' but it's close!
I've used Skeld.net to get the no kill cooldown before, and it works great, but make sure everyone in the game is okay with it!
You can't get no kill cooldown in the vanilla game. Mods are required for that.
