You can unlock the Shattered Staff for Nightwolf by completing the Tower of Time called 'The Return of the Shaman'! Happy hunting!

I got mine by grinding through the Towers of Time. It's not quick, but it's worth it!

The Shattered Staff is just a cosmetic item. Play any mode and you'll get it eventually.
