Farm the Dark Zone for loot drops! Many players report finding the Vector there. Just watch your back; it's called the Dark Zone for a reason!
You can get the Vector in The Division 2 by crafting it at a crafting bench once you have the blueprint, which you can find by completing side missions and projects.
Buy it from the vendor at the Base of Operations if it's in rotation. Always check the weekly vendor reset!
