From my experience, focusing on defeating bosses and high-level enemies gives you the best bang for your buck. Bosses drop a lot of XP and sometimes loot!
Grind quests non-stop! Focus on doing the highest-level quests available to maximize your XP. Also, use double XP codes or buy double XP passes if possible.
