In Pokémon GO, Mewtwo is usually available through EX raids or special events. Keep an eye out for raid invitations and events!
In Pokémon Red and Blue, make sure you've defeated the Elite Four! Then head over to Cerulean City, surf to the cave entrance in the north (Cerulean Cave). Bring strong Pokémon, you'll need them!
