Just go north until you hit icebergs and look for the one with a big base on it. Easy peasy.
Start from the Drop Pod, then head north-by-northwest until you spot the massive iceberg with lights on it. Boom—you're there!
I found Outpost Zero by swimming north from the Drop Pod and using my compass. It's located within the Northern Arctic biome. Happy diving!
