To reach the 3rd Sea in Blox Fruits, you need to be at least level 1500 and complete the quests given by King Red Head on the ship at the Green Zone. Once you finish those, talk to the NPC outside the Castle on the Sea to get to the 3rd Sea.

You'll want to level up to 1500 first. Then, head to the Green Zone and find King Red Head on a ship. Complete his quests and then speak to the NPC at the Castle on the Sea. Boom, 3rd Sea access unlocked!
