How to Get to the Boat from the Throne Room in Undertale?
Go left from the Throne Room to get back to New Home, then take the elevator down. Keep going left and you'll find the River Person near the elevator.

Trust me, I just did this! Leave the Throne Room, keep heading left through New Home, and take the elevator down. The boat's right there to your left after the elevator ride.
It's literally just backtracking. Head left and down from the Throne Room until you get back to New Home, then keep heading left.
Simply backtrack from the Throne Room until you reach the elevator that takes you down to the New Home. From there, keep heading left and you'll find the boatman near the last save point before the CORE. Easy peasy!
