The Quarantine Enforcement Platform is located on the Mountain Island. Head north-northeast from your lifepod, and you should see the island rise up from the ocean. Beware of Reaper Leviathans in the area!
Just keep swimming north-northeast from your starting lifepod, and you'll eventually bump into the Mountain Island and the platform. Bring a Seaglide or a Seamoth for faster travel. Watch out for the big, bad Reaper Leviathans, though!
