To reach WT2 (World Tier 2) in The Division 2, you need to complete all the strongholds available in World Tier 1. Once you've done that, you'll unlock the next tier!

Simply complete all Tier 1 strongholds (Capitol Building, District Union Arena, etc.), then enjoy the sweet progression to WT2!

From my experience, you just have to finish all WT1 strongholds. It's a grind, but hey, it's rewarding!
