To unlock Torchwood in PvZ Garden Warfare 2, you need to beat the Trials of Gnomus. This involves completing a series of challenges in the Town Hall to collect keys, which unlock trials in the Gnomiverse. After beating all trials and acquiring the Rainbow Code, you'll be granted access to the Torchwood character along with Hover-Goat 3000 as part of the reward.
