Just find those lil red dudes on the map! The two-player icons, I mean. Walk into 'em and you're set for some co-op chaos.

Honestly, the two-player mode in San Andreas is a bit of a hidden gem. Not the best execution, but it's there. Just hunt down those red icons.

Oh the nostalgic co-op mode! To get two players on GTA San Andreas, you gotta find the two-player free roam icons scattered across the map. They look like two red stick figures. Just walk into the icon, and the second player can join in by pressing a button on the second controller. Remember, this works only on the console versions though, not on PC!
