You need to unlock Mario first. Then, stand on the sun rug in the castle's main hall and look up into the light. That'll take you to the Wing Cap stage. Easy peasy!

Simple as that: Unlock Mario, go to the sun rug in the castle's main hall, look up into the light, and voila! Wing Cap unlocked!
First, you gotta unlock the Mario character! Head over to the castle's main hall and look for the big sun rug. Stand on it and look up towards the light pouring through the ceiling. You'll be teleported to the Wing Cap Tower level! Complete it to unlock the Wing Cap!
