You actually can't. The Xbox One doesn't support transferring Xbox 360 profile pics. Time for a new avatar!

Easy peasy! Just sign in to your Xbox One console with the same account you used on the Xbox 360. Your old profile pic should transfer automatically.

I had the same issue! Just go to your profile on the Xbox One, select 'Customize Profile', and you should see your old 360 pic as an option. Worked for me!
