Personally, I've never lost a car. Just insure it and you're golden. Mors Mutual does all the work for you.

Losing your car in GTA 5 Online is literally the worst, but getting it back is pretty simple! If you've insured your car, just call Mors Mutual Insurance from your in-game phone and file a claim. They'll replace your ride for a small deductible. If your ride wasn't insured, sorry, my dude, you'll have to buy a new one. Don't forget to insure it this time!
