First, make sure your character's intelligence is high. Then go to the Occupations section and look for the option to attend Flight School. Once there, complete the courses, and you're airborne!

From my experience, focus on studying hard in school and keep your intelligence high. Then, when the opportunity to join Flight School pops up, take it and pass all classes. Worked for me every time!
