You gotta get the Sims to be partners first! Then, have them propose using the 'Get Engaged' option. Once they're engaged, buy a wedding arch, set it up in a nice spot, and select the 'Get Married' action. Boom! Wedding bells!

Make sure your Sims are at least partners. Then, one of them needs to propose! After that, place a wedding arch and hold the ceremony. Done and done!
