Just buy a Steam gift card at a store or online and send the code to your friend. They can redeem it on Steam. Easy peasy.

Gifting on Steam is easy! Just go to the Steam store and find the game you want to gift. Click on 'Add to cart' and then choose 'Purchase as a gift'. You'll then be prompted to select a friend from your Steam friend list or enter their email address if they're not on Steam. After that, just follow the instructions to complete your purchase and voila, you've sent a gift!
