You can't actually bathe babies directly in The Sims FreePlay. Just make sure they're happy and their needs are met!

To give a baby a bath in The Sims FreePlay, just click on the baby, then select the 'Bath Time' option when it appears. Make sure you have a bathtub in the house!

First-hand experience here! You can't bathe babies, but you can bathe toddlers by tapping on the bathtub and selecting the option when they age up.
