There's no option to gift Bitizenship in BitLife directly. Just give them a gift card, and they can get it themselves!
I checked with my friend who's a BitLife pro, and they confirmed there's no way to gift Bitizenship directly in the game. A gift card works, though!
Hot take: Bitizenship should be gifted through a secret code in-game, but alas, we're still waiting for that feature.
