Just go to the 'Activities' menu during Halloween. Select 'Go Trick-or-Treating' and you're all set to give out candy!
Make sure it's Halloween in the game, then hit up the 'Activities' tab and choose 'Go Trick-or-Treating'. You'll need candy in your inventory to hand out. Easy peasy!
