Honestly, just build a bathroom already! Then, have an adult Sim click the baby and select the bath option.
You need to build a bathtub in the home and then have an adult Sim click on the baby. Choose 'Give Bubble Bath' from the menu that pops up.
To give a baby a bath in The Sims FreePlay, simply build a bath in your house and use an adult Sim to interact with the baby. Select the 'Give Bubble Bath' option, and presto, you'll have a squeaky clean baby!
