From my experience, lots of 'Be Romantic' and a bit of patience do the trick. When the relationship bar is full enough, you'll get the option for Partner status.

First, make sure your Sims are best friends. Then, start using romantic interactions like 'Be Romantic,' 'Kiss,' and 'WooHoo.' Eventually, you'll see the option to become Partners, and you're officially dating!
