Easy peasy, lemon squeezy! First, you gotta make sure you have both a male and female Dweller chilling in your living quarters. Give them some time, and if they hit it off, you'll see them run behind the screen with hearts floating all around. Wait a bit more, and voila, the female Dweller will be pregnant! Remember though, it takes a few hours for the baby to be born, so don't rush them.
Just put a man and woman in the living quarters and let nature take its course. It's all about the birds and the bees, Fallout style!
Pro tip from someone who's been there: Always have enough resources before you start expanding your Vault population with babies. Those little tykes will eat up your food and water faster than you can say 'Vault-Tec'.
