Just hit level 13, finish the 'It's All Going Swimmingly' quest, and then you can build pools from the home store's outdoor section. Easy peasy!

First, you need to complete the 'It's All Going Swimmingly' quest, which unlocks at level 13. After that, head to the home store, select the outdoor tab, and you'll find the pool option. Happy swimming!
