First, get your Sims to be romantic partners. Then, buy the two Sims a ring and propose. After that, buy a wedding arch from the online store and place it at the intended venue. Finally, select 'Get Married' on the wedding arch and watch the magic happen!

Make sure both Sims are romantic partners, then have one propose to the other with a ring. Place a wedding arch in your town, and click on it to get the option for the ceremony!
