To have babies in Fallout Shelter, just drag one male and one female Dweller into living quarters and let nature take its course! Make sure both Dwellers are happy 'cause that increases the chance of them hitting it off. After some time, you'll notice the female Dweller is pregnant. Wait a bit more, and voila, a new baby Dweller is ready to grow up and contribute to your vault!

Just match a man and a woman in the living quarters and give them some privacy. They'll do the rest. Remember, only adults can have babies, so no kids allowed in this experiment.
