Honestly, just keep playing. The more you level, the more Pals you can have out. I was stuck at first, but after a few levels, I could have a whole squad with me. It's pretty cool seeing a lot of them follow you around.

Idk, I think it's kinda overrated needing a bunch of Pals out. Just focus on leveling up the ones you got. Quality over quantity, ya know?
