How to Hide Who I Follow on Instagram
You can't hide the list of people you follow completely, but you can make your account private. This way, only approved followers can see your followers and following lists. Go to Settings > Privacy > Account Privacy and toggle on 'Private Account.'

Unfortunately, Instagram doesn't have a feature to hide your 'Following' list from everyone. Making your account private is the closest option.
