Hikou Prime Stars are essentially the throwing stars used by the Hikou Prime secondary weapon. You can only get them by crafting the Hikou Prime in your Foundry after obtaining its blueprint and parts from Void Relics.

You can't just get the stars; you need to assemble the whole weapon from Void Relic drops.

Farm Void Relics, open them, get lucky with the Hikou Prime parts, and then craft it in your Foundry. Easy peasy!

From my experience, the best nodes to farm for those Void Relics are mainly in the Void missions!
