You can't directly import music to Spotify, but you can add local files to your library. Go to Settings, scroll to Local Files, and toggle "Show Local Files" on. Then, create a playlist and drag your local files into it!
On the desktop app, go to Edit > Preferences, turn on Local Files, and select the folder where your music is stored!
I just drag and drop my local files into Spotify playlists! Works great for me!
