You can increase a Pokémon's appraisal value by catching higher IV Pokémon. Try catching Pokémon in raids or through research breakthroughs!

Honestly, you can't directly increase a Pokémon's IVs, but catching more Pokémon through various methods increases chances of high IV spawns.
