Overclock your GPU and CPU, but be careful – do it wrong, and you'll be looking at a fried rig.
Just buy a new PC. Seriously, if you want top FPS, that old potato’s gotta go.
Turn off background applications, and if your PC’s on the older side, consider upgrading your hardware like the GPU or RAM.
Lower your graphics settings to medium or low, especially texture and shadows. Also, make sure your drivers are up to date!
