Try focusing on the diplomacy aspect! Making alliances and maintaining good relations with other factions can contribute to overall happiness.
Just garrison a strong army in unhappy provinces. Nothing says happiness like a big ol' spear wall to calm the nerves.
Lower them taxes and give 'em bread and circuses! Seriously, low taxes and building entertainment works wonders.
You can also recruit heroes and agents with traits that improve local happiness. I've turned entire cities around with a well-placed hero!
