From personal experience, taking over a control point just means you need to fight through waves of enemies and hold the position until it's secure. Flare gun is your best friend!

Simple! Head to a control point, shoot the bad guys, fire your flare gun, and defend until your team arrives. Boom, takeover complete.

To initiate a takeover in The Division 2, find a control point on the map and engage in combat with the enemies there. Once you clear out the hostiles, call for reinforcements using your flare gun. Hold the control point until your allies secure the area!
