Get Metamod and AMX Mod X installed first. Then drop your plugins into the 'plugins' folder and edit 'plugins.ini'. Simple as that!

I went through this recently. Install Metamod and AMX Mod X to your TF Classic folder. Then add plugins to 'plugins.ini' and you're all set!
