On PC, if you got it from Steam, War of the Chosen should be in your library under XCOM 2's DLC list. Check the box to enable it.
To install XCOM 2: War of the Chosen, first, you'll need to own XCOM 2. On Steam, buy the DLC from the store page. Once purchased, it should automatically download and install. Easy peasy!
Spoiler: you need to have XCOM 2 installed. Then simply buy, download, and install War of the Chosen from your platform's store.
Got it on console? Buy the War of the Chosen DLC through the game’s store page and voila – it’ll install automatically.
