Sorry to burst your bubble, but you can't officially join the raiders in the main Fallout 4 game like you might in other RPGs. However, if you're really itching to rub elbows with the less savory characters of the wasteland, the closest you'll get is with the 'Nuka-World' DLC. This expansion lets you lead raider gangs and take over settlements, so it's pretty much the raider boss experience you're looking for!

Dude, just get the Nuka-World DLC. It's the only way to experience leading a raider gang in Fallout 4. Tried it myself, and it's a blast turning the Commonwealth into your own raider playground!
