You can't officially 'join' like in past games, but following the Brotherhood questline at Fort Defiance gives you the closest experience. Just be sure you're ready for a fight because it won't be easy.
Joining the Brotherhood of Steel in Fallout 76 isn't like signing up for a gym membership! First off, head on over to Fort Defiance.
