In State of Decay 2, you can learn new skills by finding Skill Books which can teach your survivors essential survival skills, like medicine or mechanics. Just make sure your survivor has an empty skill slot to use one!

Check the skills section when you're assigning survivors to community roles. Sometimes, a survivor can improve new skills just by doing specific tasks related to their job, like fighting to boost their cardio!
Honestly, just keep using the skill-related actions. The more you use a skill, the better your survivors get at it.
