Easy peasy! Just find a Utilities textbook and have one of your survivors read it. You can usually find these books in libraries or bookstores in the game.
Utilities textbooks are a great start, but you can also use facilities like the Command Center to find survivor skills and recruit someone with Utilities.
Honestly, you might as well just focus on recruiting someone with Utilities. Easier and quicker than finding a textbook.
If you want to learn Utilities, look for survivors that already have the skill and recruit them to your community. They can teach others!
