To leave a time capsule, you need to build and launch a rocket from the Neptune Launch Platform. Before you take off, the game will prompt you to prepare a time capsule. Fill it with items you want to leave behind, write a message, and select screenshots if you want. Once you confirm, launch the rocket and the time capsule will be sent out into the world for other players to find.
