You need a lighter or some kind of flame to get that torch going. Equip it and interact with the torch!

Just walk up to the standing torch, aim at it, and press the designated 'interact' button (usually 'E' on PC). You'll get a nice, cozy light!

From my experience, it's as simple as pressing 'E' when you're near it. Your lighter does the rest!
